Seems to be an original character edit with Street Fighter Alpha/Zero 2 style gameplay mechanics. His moves and sound effects seem to be Tekken Mishima character inspired.
His drop kick and Electric God fist moves and hell sweep in particular.
I havent tested his AI so if there is any feedback on him please add for other downloaders

- Well, after some downtime, I'm posting a playable version of my character to MUGEN.
Content of it? All of his attacks from the fullgame, plus some tweaks to some sprites, as well as added a couple of new attacks, and a couple of variants for the Lv3 10-Hit Combo super.
