The Fallen Angels (堕落天使, Daraku Tenshi) is an unfinished 2D versus fighting arcade game in 1998 developed by the Steel Hearts development team and published by Psikyo. It was Psikyo's second attempt in the 2D versus fighting genre after Battle K-Road.
The developers of the game then reportedly moved back to SNK, supported by the observation that many of the characters bear striking resemblances to fighters that later appeared in SNK's The King of Fighters series and Garou: Mark of the Wolves. Game director Mitsuo Kodama was unhappy that the game's style influenced other rival companies (who left to found K2 LLC, later acquired by Capcom) In The King of Fighters '99, the boss character Krizalid resembles one of the characters and has a theme song titled "Dear Falling Angel".

As you can see from some of these sprites, many of the design choices did re-appear in games like Garou: Mark of the Wolves, as with Harry Ness's design being probably the same idea used for Terry Bogard, and Haiji is probably the precursor to Yashiro Nanase in the later games.
You can download everything in the link below, which includes ALL of the characters fully re-created by Tommy-Gun, some of the characters re-created by Sakuraka, some others by Kontyan, a few by NS, a couple by MASS, and the rest are a mix of different authors here and there.
Included in the download, are also all the sprites ripped by KONG, all the levels re-created, some artwork, and the animated GIFs that you see used in this thread.
